It would seem this mod and Industrial Revolution 2 (https://mods.factorio.com/mod/IndustrialRevolution) are not compatible at the moment. When I try to launch the game with either of those mods enabled the game throws an error while loading (https://imgur.com/U3SJW5k). I suspect this error might actually be coming from IR2, but I'll leave you to investigate the issue and select the appropriate fix.
Strangely I tried loading a game with just Industrial Revolution 2 and this mod and I actually got a different error https://i.imgur.com/lu6oSzd.png
Maybe the mod updated between the time you downloaded it and my test. Unfortunately there is still some error and I don't really know what this is all about
If you're still interested I poked around the two mods and was able to get them working. I think something about IR2 changed since your post and I was able to find what the cause of the issue was. It should be working in the newest version
