RSO has decided to not support us, last I knew.

That's unfortunate, I added the mod after map generation and triggered an ore regeneration in RSO to "seed" the map with tiberium, that was the only interest in RSO. Did I miss any documentation on the various /tib commands somewhere? I didn't see them in the readme on github.

Perhaps the ability to add a node at passed coordinates or its own regeneration process would be useful?

Tib will spawn in regenerated chunks. You can use something like https://mods.factorio.com/mod/DeleteEmptyChunks to achieve this
