g [Fixed] Too much blue tiberium?

I have blue tiberium saturation at 50% (I think it's default).
Half of my tiberium patches are fully blue and the other are only 10% green.
Is it intended behavior? I unlocked tiberium nuclear physics for dummies but it only uses green tiberium.
I am playing with KS2/SE/248k.
My idea was to use tiberium as early KS2's antimatter so I wouldn't need to travel to SE planets.
As of now I wouldn't be able to do it due to the lack of green tiberium.
Should I restart and turn off blue tiberium for this case or I am missing something?

Full blue saturation only greatly slows blue growth, not stops it, like the setting description says.

Closer investigation with help from the users in our Discord revealed that the setting wasn't working. This is fixed for 1.1.28
