IMO it should be a recommendation, but not a requirement.

Informatron is now optional in 1.1.25. In the past it was helpful for answering common questions that new players had, but isn't strictly necessary.
Libraries on the other hand aren't going anywhere, they add useful functions for safely performing common tasks. They have little to no RAM usage when the game is running (especially when compared to how greedy Tiberium is).
