DISCLAIMER: I have not actually gone through the effort of making any of the UV stuff. I just looked at the recipes, landed in my rare mech armour and ran around with my 9 rare exoskeletons to get the lay of the land.
I've been playing through a bunch of modded planets and just got to Gleba/Terra Palus and took a look around and the world gen and the recipes.
I was first quite shocked by the numbers, which I calculated to to require around 3 million raw palusium ore to make a single UV lamp. That combined with palusium being pretty rare on the surface, and the few patches I found only having around 3 million ore make the products absolutely ridiculous to obtain.
Even if we assume legendary T3 prod in all the steps, a single patch of 3 million would still only amount to what, 6 ish lamps? (assuming big mining drills with more legendary T3 prods. If miners are also of quality, number would go up, but still, point remains) (guesstimating the number of 6 lamps).
Combined with the planet begging you to nuke the entire surface and probably using a very large train network to ship the UV stuff off and mine as much palusium per minute as possible, you'd still end up only getting a trickle of lamps. Considering the range that I saw when ghosting a lamp, the only way I see them being worth it is if they dead stop everything (including demolishers!) with no downtime, effectively serving as an entire defense in and off themselves. But that would not be good (for lag if nothing else), so I hope that's not what they do.
Anyway, all that to say, the recipes are way too expensive to the point that I don't think the moon is even worth going to.. Considering the end-game feel of the requirements, I'd almost want to suggest moving it to be a moon of Aquilo..
It's a cool idea and I like the concept of needing to deal with both biters and pentapods at the same time to get some sort of reward - it's just that the reward is infeasible to get considering the ridiculous amount of effort needed to get it.. unless we're intended to beacon miners or something?
HERE'S THE REALLY IMPORTANT BIT:
The idea of needing lots of stuff isn't bad, but the reward here just doesn't seem worth it without something to use it on, and since this is clearly supposed to be post-gleba, you already have all your defenses set up, so where are you supposed to use the UV lamp if not on Terra Palus itself, but you can't because they're too expensive to make - requiring you to set up defenses to get the UV lamp in the first place..
So, the pacing is off - defenses in other places are done, and thus don't need the lamps/lasers, and you need defenses here to get them, so even if you go through the effort to get the UV stuff, they have no place in the established defensive lines.

That's why moving it to an Aquilo moon would make more sense - it's an end game reward for end game players making BIG production. Making it a moon of Aquilo would make it clear that Terra Palus is post-enemies, and that you want players to go back to other planets - encouraging revisits is great!
But the UV stuff would still need to be cheaper - The first place I want to use them on is Terra Palus, and I don't want to need to nuke the entire place just to produce them.
THE OTHER BIG SUGGESTION I HAVE THAT WOULD CHANGE EVERYTHING:
The other thing you could do that would change everything would be to allow biolabs to be placed on Terra Palus. In that case, it should stay as a moon of Gleba, but you should still cut the cost of the lamps by at least 300%. Even 1 million ore is a lot to make a single lamp, but it's more reasonable than 3 million.
