I know this in not a big deal since everyone can use google translate but I'd love to see changelogs being also published in english just like mod description. Even machine translation should be sufficient to understand what changes were made and doing so you Your end would reduce overall time spend reading changelogs, especially when using the in game modding ui.

Done. As of 0.9.122 the changelog is bilingual, and the whole history has been translated. Within each version the entire English text comes first, with its own categories, and the Russian follows. From now on every entry will be published in both languages at once. I had thought about doing this myself, but kept forgetting. Thanks — it's a great idea.
