If a building requires a placeable item (eg. heat pipes in the heat exchanger recipe) that happen to have multiple recipes, then it autofills the recipe for the intermediary based on internal logic. The problem is that there's no manual override for this, so if the recipe it selects is less than ideal (eg. it wants a material I don't have access to), then you have to fight against the mod to get your stuff placed down. I'd imagine it would be fairly simple to connect that part of the code to the prioritize/blacklist system that already exists, but I have no way to know tbh, I don't code..

Yeah, it shouldn't be too complicated to add a button that recalculates recipes based on selected priorities. I'll look into it.

It's in preferences where you select priority for duplicate recipes.

I can see the duplicates manager window, but I can't see any kind of update button there. Changing my preferences in the list itself also doesn't make my green belts stop wanting plastic.
