Adds a new recipe creating Plutonium-238 and preserving quality from ingredients on fulgoras moon Cerys.

Requires a greater amount of Mixed-oxide waste solution and Nitric acid. Some of the waste solution is returned.
The recipe produces Plutonium-238 in 90%, the Depleted fuel cell in 5% or may fail in the remainder.
Also a huge amount of steam is generated you have to handle.

The recipe is meant to produce quality Plutonium-239 but comes with some effort. You have to collect quality Uranium and Plutonium-238 first to craft the fuel cell, burn it in a reactor and filter the depleted cell. You have to use high-quality fulgoran cryogenic plants and speed modules to circumvent the recipes long crafting times.
