Only player force has permissions to destroy fulgora lightning collectors.
Is there a way to make it so that any force created also has permissions to destroy the fulgora lightning collectors that spawn on map?

The only way to do this would be overreaching for the mod to do and might cause mod incompatibility. If the mod you're using that changes your force doesn't give that force permission to remove the collectors then the best advice I can give is to use commands to fix it or ask the mod author to add that feature to their mod's force(s).
