I have the exact same problem. On omnimatter_compression_0.3.9.zip and omnilib_1.0.18.zip

Still doesn't load. Error in 1.0 changed to:
Failed to load mods: omnimatter_compression/data-final-fixes.lua:6:...nimatter_compression__/prototypes/compress-buildings.lua:133: attempt to index field 'minable' (a nil value)
