A library that creates a surface property that can be used to block electric machines, has a default behavior included that players can expect when seeing this property.

Behaviors for the magnetic-storm surface property:
20> blocked accumulators
40> blocked solar panels (kinda random, just to make base power different on that surface)
50> blocked generators,
60> blocked power poles, this effectively prevents the player from using electricity
80> any machine that interacts with the electric grid explodes when placed, mostly for added flavor. (overloads)

Does nothing on its own, since the default value of the property is 0.

Originally made for Dea Dia, then extended to include more related behaviors. Having fewer unique properties on the planets is good.
