Adds fill storage tanks! Carry liquids with you, high transport compression, etc. When placed, the tank fills with fluid. If the tank has enough fluid, you can pick it up and get a fill tank! (adjusted fill amount to deal with tiny tiny under-filling, etc. Use a pump for filling, I wouldn't trust pipes)

Use pumps on machines for faster processing!

Known conflict: if a mod changes base tank capacity after this mod, the recipe holds less. When placed, the tank will have the fluid in the recipe, and when picked up, the tank will only take the amount from the recipe. Safe, but not ideal.

Tell me if there are dependency issues with other mods, please. I'll add them.
