v1.2.0 - MAJOR REBALANCE
So in testing this mod I ran into the fact it was just TOO over powered, even for me, which is hard to do. So I rebalanced everything and even made it configurable via Settings.
A quick rundown of the changes, then the balance.
- Disabled Productivity for all recipes except the advanced science pack.
- Default Promethium Fluid craft cost is now 50 powder (5 powder per asteroid, remember) (value is editable in settings)
- Reduced number of science crafted from 15 to 10.
BALANCE:
The old way, inherited from the OP, included productivity for every stage, with quality you could get hundreds of science per asteroid, which is too OP.
NEW:
Basic: 1 roid = 5 powder (x 10) = 100 Fluid = 4 plate (*2.5) = 10 Science = 25 asteroids per 10 science
Advanced/Efficient (Acquired after researching it)
1 roid = 5 powder (x10) = 100 Fluid = 10 Plate = 10 Science = 10 asteroids per 10 science, or 1:1 roid to science.
And remember, you CAN use productivity on the science craft. And at 300% max, you could be 10 asteroids = 40 science.
CUSTOMIZE:
The POWDER cost to craft the fluid can be adjusted to your liking via Mod Settings. Defaults to 50 for the above balance. Higher numbers results in needing MORE asteroids per science craft for those who want to venture way further toward the Shattered Planet.
The original value, from the OP mod, was 15. But that also allowed productivity.
Max value of this setting is 1000, for those true masochists out there. (200 roids per 10 science at best w/o productivity).

I also removed the unneeded dependency from the mod. I generated a new red powder icon via GROK.
I changed Promethium recipe lines to no longer need constant barreled goods launched into space.
So holmium solution ingredient was changed to holmium plate
And Fluorine was changed to a lossless Fluoroketone Cold -> Hot loop requiring cooling back down, naturally.
I also changed the cost of the advanced plate research requiring many more science packs. IMHO we need more varied researches that use the promethium pack so this fits nicely, especially when paired with the Productivity Research for Everyone mod (https://mods.factorio.com/mod/ProductivityResearchForEveryone)
I realize the original author has now changed his mod to include many of the things I did to rebalance it, but I'm keeping mine as it's different in other important ways.
