Hello, i am kind of stuck. I assumed that this mod will replace the building with another of the same type but with higher quality if is available in the logistic network. Is this correct?

Yes, it's correct, for placement it use Storage chest, Active Provider chest, Passive Provider chest, Buffer chest.
Also it change tier of buildings like Assembling Machine 1 -> Assembling Machine 2 -> Assembling Machine 3.
For make it lightway every tick it check only 1 item of chest or building
