b [Fixed] Refined concrete ontop of out-of-map-tiles

Greetings,

It seems using this mod we can create paths on top of out-of-map tiles. This only fails with refined concrete.

This causes issues for example on ribbonworlds and Factorissimo.

Well, isn't that a fun little oversight on my end. Fixed it by prohibiting specifically out-of-map from getting detected as valid, if there are any other weird edge cases let me know and I may have to develop a more refined filter.

Thanks for the fix.

I have not checked but it may also cause issues with the new empty-space tile added in the DLC
