Start underground. The Nauvis surface is hostile and normal surface construction is forbidden; dig out cave space, use shafts, and build your factory below.
placing multiple surface access shafts sometimes deletes all access shafts. It seems this happens after deleting and re-placing a shaft, and can delete multiple shafts across different chunks at once.
