If you don't find the datapack in the filter list you can still apply it by finding a datapack item in a recipe. Alt+Click and recipe that contains a datapack and then grab the data pack from there. You can ghost the pack onto your hot bar if need be if you're not able to pull up the filter menu while still "Holding" onto a datapack.
Not an ideal or intended solution, but it might be the only work around. The datapad probably doesn't show up because its crafting is only from enemy drops which is a "?" event in the code.
