i Disable automatic deconstruction of loot

Can we have an option to disable the automatic deconstruction of loot? It just sends bots to places they shouldn't be. I much prefer to collect it with belts. It's an awful pain to manage.

I'm working on turning this off and instead checking for a player roboport in the area to then turn it off. This is how used to function but it was laggy the way I implemented it. This would fix the issue of having personal bots pick up items.

This change would still mean nearby roboports could go pick up items from data collectors you don't want to collect from, which would encourage either: 1. farming the data collector in range, or 2. destroying it.

Maybe make it a combinator concept like turret shields does?

I think I've come up with a good solution which actually would be follow those 2 suggestions.
I'll be adding a "Jammer" radar which will have other purposes but that's a good spot to also toggle deconstruction marking in its area.
