The mod has stopped spawning deep sea oil and the option no longer appears in the new game settings.

Edit: Old saves the deep sea oil patches still exist, but no new ones are spawned.

Ok, so I was looking at settings wrong, AND I found the problem. Apparently it only doesn't spawn deep oil in PVP.

i never played pvp and have now way to test this. i have some vague guesses why this behaviour may occur but wont put in the work to fix this for pvp right now. sry! if anybody else wants to fix this your very welcome to make a pull request to the git repository.
