Oh! I think I know what's going on. According to the menu that pops up when you click on the tank, it has its own pipeline even when it's disconnected from the network completely. Even after removing the pipe connection to the tank, the fake pipeline will continue to empty into the tank until it's full. Once the tank is full, it stops, but the capacity of this fake pipeline seems really variable? Some tests had it go up to 128k, others only had it go to 25k. Even weirder, if the fake pipeline gets filled, and the tank is filled, if you close the menu and check the tank status again, the fake pipeline is just gone, though this also seemed inconsistent. Tank Full, fake pipeline also full. Sometimes I got 128k, and sometimes I got only 25k, also one pipe can only hold 100 fluid, so the extra pipe there doesn't seem to matter, and I got variable results with the fake pipeline with and without that extra pipe on the tank
