Start on any of the first three planets: Vulcanus, Gleba, or Fulgora.
Choose your planet in the startup mod settings before starting a new game.

Trigger technologies don't unlock until after you have researched all prerequisites, even if you have met the conditions.
I might be able to change something around to make it a little less confusing, but that's the way it is for right now.
