could you make it so that the ion cannon has an internal battery that needs to be charged to fire
the default recharge time between shots is 300 seconds
if the cannon had an internal battery of 15Mj at 50kw of input it would take roughly the same amount of time to recharge
just a cooldown is kinda boring and it would be cool if it required more infrastructure than just a single solar panel

The Ion-Cannon is not a real entity, so it can not have real solarpanels / accumulators. Everything is done by Lua scripting.
But even if it had real solar panels/accumulators, the cooldown/recharge time would be a (calculated) constant. So exactly as it is right now.
with the only difference that you can now set the cooldown time and it is not calculated by the number of solar panels / accumulators and solarpower in space.

So what exactly would you want to change about the current calculation?
