yes, it would make sense, i just haven't played that far yet, and i have to test the system first.
fine tuning will come when it works. the production costs also need to be revised. i've left them as they are, for example, so that it still takes 10 rocket starts to get the individual parts into the hub.

Didn't test to much about how this affect my game play. just did the first tech an saw I can do them all in a row if I wanted to.
I suggested Fulgora bcs its also a planet with no enemies. but others splits can also make a lot of sense :)
