orbital targeting tool now spawns a turret that either gets destroyed by enemies, creating a entity destroyed notification, or if placed with no threats nearby creates an uninteractable turret that keeps the targeting reticule on the ground permanently. turret leaves a turret wreckage when destroyed and flags itself as out of ammo.
