Requesting some option (not for admin, for usual user) for disable auto targeting (maybe logical signal or some struct as control panel)

I do not see the benefit. this option is only for admins.
the rights system is still from the original mod, i currently have no time to rewrite it.
and before rewriting it, you would have to redefine it first. quickly rewriting something is not a good idea.

maybe I could (per map settings)
- thread all users as admins
- unlock some options for all users
