Can I ask for list of mods, you use.
In case the original game was not changed, there is no ammo not containing:
action.type.action_delivery[type=instant].target_effects[type="damage"]

seems conflict with that mod https://mods.factorio.com/mod/visual_tracers

without Bullet Tracers works fine
