First I need to clarify for transparency that until next big update drops I am still playing on a personal 1.4.10 fork so I am not aware of any new bugs if they were introduced
A few standard questions:
Do you have steel research complete?
Do you filter furnace input to allow only plates?
Do you have any mods that may interact with furnaces, steel recipe or steel research?
Both, recipes not being enabled and players making simple mistakes were reported in the past,however steel recipe not working was never mentioned and since it's beed 6 days since last update with no report on this recipe I lean towards a user error.
You should be able to smelt steel using all electric furnaces after researching steel and you can't place fuel based ones due to lack of atmosphere anyway.
