What happened to the Warptorio 2 techonlogies, like the Warp Platform Upgrade, Boiler Floor Size etc.?

The main Warptorio 2 technologies are all locked, shown in another color at the end of the technologies list. They are unlocked once you complete a planet mission. Each planet you visit may have a random mission (80% chance if not a rest planet); if you stay enough time in a planet, another mission may spawn. For a mission to spawn, you must have first researched all of its tech prerequisites.

Where can I find the rare ores?

Check the "Rare Ores" technology description. It says where to find them. There are 2 specific planets where you can find each one. They are mixed with other vanilla ores.
