Radars can already transmit logical signals to each other, why this mod?

because radars all share the same frequency and i want to have the possibility to have different islands communicate independently and without having to do weird bit shifting or have a circuit clock and memory cells everywhere to make sharing work over the single radar, figured cables across the sea floor might be a fun take on solving that complexity issue
