Boosts lightning power on Fulgora. The Storm Ionizer consumes charges to call down lightning by day and by night, feeding nearby lightning rods and collectors.

Bugfixes:
- Charges above normal quality are now consumed as well, instead of blocking the slot and
stalling the ionizer. They are worth the same number of bolts as a normal charge.
