Based on reactions of the Core Miner Refactor thread on the Earendel discord.

It was argued that the diminishing returns were there for the pre-vein phase, what would happen to the balance if the penalty was removed?

Obviously a massive cheat mod, but hey at least this helps keeping save sizes small since you'll need way less chunks overall.
