Runtime spoilage library

A library to ease the implementation of (but not only) random spoilage results in your mods. It allows you to set random and/or conditional spoilage results dependent on things accessible at runtime (like temperature, surface, surface conditions, speed, whatever). Hello !
Thank you for pointing out that it's bad.
Your fix doesn't go in the right direction, so I'm gonna push a fix myself.
At this stage, the exemple should be "RslRegistrationData" (it's the part that the modders use).
RslDefinition and RslDefinitionData are only internal types for RSL.

I was pretty sure I had let something slip in the readme. Good eye !
