Not a bug, crafting cryogenic science produces hot fluo in addition to the science pack, (multiple products) which means it can't be perfectly recycled. Otherwise, you could craft the science pack, get +3 hot fluo, recycle the science pack back to its ingredients, and then craft it again for another +3 hot fluo, and repeat for infinite resources.
In order to facilitate perfect recycling of this recipe, I would need to add a fluid input, which would force it to require both the 3 hot fluo and the science pack, but that seems like way too much effort to get a miniscule number of recipes working.
EDIT: Fluid input has been added, and technically not a limiting factor anymore. I might possibly look into getting this specific reverse recipe working
