b [Fixed] Upgrade planner downgrades reverse factories by default

Upgrade planer can be use directly without config, this is expected to "upgrade" all upgradeable item by default. But reverse factory to it in reverse 4 lead to 3 to 2 to 1. Funny but a little annoying.

Is that so? Hm, that's odd. I'll admit, I've never actually used the upgrade planner, just assumed I had the buildings defined correctly. I'll have to check this when I have the chance.

Wow, just changing a minus to a plus... I have these things dynamically created, and in that function, I was subtracting a tier for the next_upgrade target, instead of adding a tier. So simple...

Should be fixed as of v7.0.3
