Howdy, this is known issue with the Quality Seeds - due to how collision layers work in Factorio, the only way I could figure out how to get the cultivators from quality seeds to work on their respective tiles was to use a unique collision layer for each plant, this creates issues when you use many other mods which also have a high number of plantable prototypes - you have two work-arounds - either use less mods with a max number of plants, or you can change some of the quality seeds settings - there is one for this exact issue - which stops making the collision layers at the cost of being able to place cultivators in any location - a little imbalanced - but a solid work-around. You can either just place cultivators in good grace with that balance or just ignore the intended rules and go whereever lol. Enjoy.
