Scales the power output of the portable nuclear generators. Ideal for people who are playing without the abomination that is quality. By default it increases the power by a factor of 4. The value is configurable in the settings to anything you want. It should scale all the modded personal generators alike. It could be used to provide infinite personal electricity if you were to set it up real high. I haven't tried.
