Thermal Garden requires 700hPa, Moshine's pressure is 701hPa.
Tested with only Solaponics and dependencies loaded in editor. Changing the maximum pressure in the Thermal Garden prototype to 701 allowed placing the building.

TomatoCo made a temporary compatibility mod until this one can be fixed. https://mods.factorio.com/mod/moshine-solaponics-compat
