Mod Mash Splinter Undergrounds but you can disable the Subways technologies (disable by default).
Probably not working with the other mods of ModMash (not tested).

Use /new_underground to create an underground when the shaft don't work on surface or planet surface ('not allowed' message). By Honktown, thank you very much for the big help.
- Do not use this command on Nauvis.
- For Space-Exploration mod, do not use this command in orbit/space/ship/ect, only on planet ground.
The command do not disable the achievements.
