The Land Mine Thrower will not start a new minefield if placed as ghosts. You can still manually target individual mines, but if you place a new minefield as a ghost, the thrower does nothing.
Made an issue about it on your GitHub as well, if you need it for tracking.
Missed a name change in 2.0. Fixed now.
