The energy generation is a little broken in this sense.

Imagine have a surface which produces 25 gw, and i have a template energy io Mk3. As the energy is consumed just once every 60 ticks. this is what happens

for most of the time, after the internal buffer is emptied, the template energy io drains the 25gw completley, like an energy void, this is because, in contrast to an accumulator, they dont have a max transfer rate, so as the energy is consumed, until it fills its buffer, it drains all the energy available.

To fix this, you can probably just set the max transfer rate(from the electrical network to itself) to match the maximum tansfer rate to the exterior, and scale with quality.

This way this problem dissapear, and as this is only to generate the templates, there is no need to optimize them (template energy io) to only calculate once every 60 ticks,
