Ore patches now spill over into the sea as submerged variants. Dredge them up with new floating hardware, and build deeper into the blue with water-placeable refined concrete.
Since light buoys require lamps (and pipes), I think it would be logical if they were not available at the start of the game but instead researched with lamps or its own technology.
