Ore patches now spill over into the sea as submerged variants. Dredge them up with new floating hardware, and build deeper into the blue with water-placeable refined concrete.
What would need to be done to extend the floatation inserter generation to include the long-handed bulk/fast/burner inserters from the aforementioned mod?
That mod appears to do that generation in the data-final-fixes stage; I'll try messing around with resequencing inserter flotation and adding an optional dependency on that mod and see if it meshes appropriately, but it could be a bit until I get around to it.
