Is it possible to have a surface based blacklist for certain ores? and also entire surface blacklists (for space surfaces, which will probably screw with this mod quite a bit)

It's quite possible. If the ore is disabled in the map generation settings, that ore won't spawn at all. For example, if I turn off iron ore: https://i.imgur.com/VKKdys8.png

Someone testing that for se couldn't prevent stuff from spawning.
Don't know what version they had though.

it was me that testing it and i was and still are on Factorio 0.17.78 but if needed i can check on latest aswell just let me know if needed

for SE i tryed to turn off both ices and i also tryed to put the sliders all the way down for the ices and it still spawned on navuis i didn't try to only turn off the vanilla ores one by one to check that but i tryed to turn off all the ores in the ore gen on new game and then i got an error i belive i can reproduce that
