You have the "Preview the Indev Cybersyn Manager" option ticked in "Startup" under "Mod Settings" this needs to be disabled as it is not currently working.
If you load the mods for your playthrough via sync and load you'll get the issue. Tick the "reset mod settings" button and load your save without the settings.
