Why do some recipes still use solid concrete instead of concrete mix?

This is done to prevent softlocks and/or frustrating gameplay. For example, recyclers use solid concrete since otherwise it's impossible to craft them from a fresh start on Fulgora.

How do I get quality concrete without quality recycling, then?

Try using barrels :)
