Concrete mix is fluid. Its impossible to make epic concrete.

need to test but you might only need a steel barrel for it, though it is strange it doesn't have an alternate recipe that uses concrete mix. but yeah that does severely limit quality recyclers if your not willing to gamble with hazard concrete as a loop.
You are correct that you can get quality concrete from concrete mix barrels. They spoil into 5 concrete each. It's a unique mechanic I stumbled into, even if it's an unusual one
