It appears I do still have the same problem.
Below are two relevant blueprints: The circuit blueprint, and a train station using the circuit blueprint.
My specific test scenario:
- Planet: Vulcanus
- Place the "train station" blueprint.
- For the parameters, select the "fluid" as "Sulfuric Acid". Leave other values as the default.
- Connect the circuit "Inventory" green wire to storage tanks which can contain 200k of Sulfuric Acid.
- Fill the storage tank with 200k of Sulfuric Acid.
- Circuit output "Radar" (6) should contain 2 Sulfuric acid on the green wire (indicating 2 trains can be provided).
Following the above, the compact circuit does NOT work in "packed mode" (no output). If I disable "packed mode" it works as expected.
