Without knowing which mods you have installed, I can't really comment on if it's a mod incompatibility or not, but it is possible.
Radars 4 should be there though if you have this mod installed, it comes after Military 4 (and Radars 3). It's also only a change made if Radars 4 exists, the game wouldn't even load if a mod did that and it didn't exist, because it would error on load saying that a prerequisite is set to a technology that doesn't exist .
