Bigger Artillery (Balanced)

Vanilla adjustments by default to the bigger artillery mod. x2 range and stack size of 1 instead of x12.5 range and 20-50 stack size. Also changed the research cost from 2k to 4k. Credit to Mrxmen24 for the original.
