Made Vanilla-like adjustments to the bigger artillery so it's not so OP. No other changes or additions were made.

Tweaks:
range radius is x2 of vanilla artillery
ammo stack size is 3 (inventory is 2)
rotation speed is 70%
shooting speed is 50%
tech research cost double of vanilla
